Ferry Holdings Ltd is a Crown-owned company established to lead the delivery of the Cook Strait Ferry Replacement Programme — a nationally significant initiative to modernise New Zealand’s inter-island transport system.

Our Purpose

To deliver a safe, reliable, and future-ready ferry service across the Cook Strait, supporting national transport, climate, and resilience goals.

Programme Overview

The Cook Strait Ferry Replacement Programme is structured into three integrated workstreams outlined below:

Ships Programme

Procurement and delivery of two new, purpose-built, hybrid-electric ferries designed to replace the ageing Interislander fleet. These vessels will offer improved safety, capacity, and environmental performance, supporting a lower-emissions future for Cook Strait crossings.

Infrastructure Programme

Fit for purpose redevelopment of CentrePort and Port Marlborough, including new wharf structures, and integrated transport connections. This work will enable seamless operations for the new vessels and improve the experience for freight and passenger users.

Commercial Programme

Development of the commercial and operating arrangements, including funding and leasing arrangements. This workstream ensures the programme is financially sustainable and delivers enduring public value.

Our Role

Ferry Holdings is responsible for coordinating delivery across all three workstreams, working closely with KiwiRail, central government agencies, local councils, mana whenua, and stakeholders. We provide transparent reporting to our shareholding Ministers—the Minister for Rail, Minister of Transport, and Minister for Finance and upholds robust governance throughout the programme lifecycle to ensure accountability and public value.
