Centre Of Excellence For Protection Of Human Rights In Cyberspace (CEPHRC)

Centre Of Excellence For Protection Of Human Rights In Cyberspace (CEPHRC) is the first ever Centre of Excellence that has been constituted to deal with Human Rights and Civil Liberties issues in Cyberspace. CEPHRC is also the exclusive Techno Legal Project of its type in the entire World. CEPHRC was launched by Perry4Law Organisation (P4LO) and PTLB in the June 2009. Since then we have been refining its roles and functions in one form or another.

As more and more things are now connected to Internet and technology, it is imperative that Civil Liberties and Human Rights issues are also adapted accordingly. However, Human Rights and Civil Liberties in Cyberspace are the most neglected policy and regulatory issues world over, including India. Internet shutdown, unconstitutional technologies like Aadhaar, illegal spying and surveillance, privacy violation and data breaches, etc are some of the issues against which CEPHRC has been fighting back since 2009.

The biggest problem for those seeking to enforce Human Rights in Cyberspace is lack of Access to Justice (A2J) to enforce the rights of the victims. To counter this problem, we have launched the first ever Techno Legal TeleLaw Project by PTLB at http://telelaw.in/. This is a milestone in the quest to grant universal A2J and to enforce Human Rights in Cyberspace. Now national and international stakeholders can use the portal to enforce their Human Rights and other statutory rights.

Another problem related to Human Rights Protection in Cyberspace is that there is a Conflict of Laws in fields like Cyber Law, Cyber Security, Cyber Attack, Cyber Warfare, Cyber Terrorism, etc. There is no uniformity in applicable norms and rules and we do not have a universally acceptable Cyber Law or Cyber Security Treaty as on date. The CEPHRC is working to ensure both Treaties with a Techno Legal orientation.
